Business Costs in Benicia.


The Sign Ordinance costs local businesses thousands of dollars in

overhead every year. That is money not being spent on paychecks for

local workers. In the worst economic crisis in decades, we need to

make doing business easier by rethinking the ordinance. We can also

spur business growth by eliminating the utility user's tax on targeted

commercial areas.


A Benicia Ferry Service.


We were built as a city on the water, yet today Benicia commuters are forced to use an inconvenient ferry in Vallejo or a BART system ill-designed for our needs. With the obvious environmental benefits of public transportation, not to mention the new jobs, residents, and businesses a working ferry service would attract, it’s time to finally get Benicia connected to the greater Bay Area. New ideas like a public-private partnership and a “water taxi network” offer real potential.


Education for Benicia Students.


Why should a Benicia student feel that attending Harvard is out of reach? We need to ensure the future success of our next generation by creating a local scholarship fund for the excellent students of Benicia. This should be supplemented by counseling tailored for students looking to attend top universities.

Why vote for Jubal Biggs for

In these times of economic trouble, fiscal responsibility is more important than ever. Both California and Vallejo are bankrupt; let’s work together to keep Benicia in business.
